What is the European Accessibility Act (EAA)?

Since 28 June 2025 the European Accessibility Act (EAA) applies: an EU directive that makes digital accessibility mandatory for many products and services. The aim? Equal access for everyone and an inclusive society without barriers.

Where does the EAA make a difference?

  • For people with disabilities

    They get access to services such as transport, banking, e‑commerce and media, without barriers

  • For businesses

    One uniform standard in the EU means simpler international trade and a larger audience

  • For the market

    More inclusive products, stronger competition, better prices and new opportunities for accessibility expertise

What falls within the scope of the directive?

The EAA applies to a wide range of products and services, including:

  • Computers, smartphones, e‑readers, TV solutions

  • ATMs, ticket and check‑in machines

  • E‑commerce and web & mobile apps

  • Banking, telecom, audiovisual services

  • Public transport, travel information, terminals

Core services such as rail ticket machines, banking apps, e‑book platforms and transport apps also fall under the obligations.

Who must comply (and who doesn’t)?

Within scope

Organisations with more than 10 employees or with > €2 million turnover and B2C providers or B2B → B2C resellers (chain responsibility).

Exceptions

Small enterprises (< 10 employees and < €2 million turnover) and B2B services supplied only to other businesses and not for end use by consumers.

Technical basis: from WCAG to EAA compliance

Digital products must usually comply with WCAG‑2.1/2.2 AA guidelines: good text alternatives, colour contrast, keyboard operation and more. WCAG 2.2 adds criteria for focus, drag relationships and authentication, and paves the way for the EAA standard.
